Appointing personal staff min’s prerogative or of his family?

Gandhinagar: There is a precedent that the ministers have the prerogative to select their personal staff from the government employees. They send requests with a list of officers, typists, data operator and even peon they would like to have in their personal staff.

But in some cases the family members create a ruckus with the staff and these officers have to return to their parent department.

In the recent past, the case of two ministers have become a matter of discussion at the Swarnim Sankul and even the secretariat, as their personal secretaries were sent back to their parent department. According to sources, personal secretary of the Minister of State for Animal Husbandry is considered a very knowledgeable person. But his knowledge failed, because the minister’s son was not comfortable.

The minister’s son pressurised his father to change the personal secretary, sources said, adding that though the latter was initially against it. He requested Chief Minister Vijay Rupani to permit him to change his personal secretary and so a good officer has returned to the General Administration department.

Sometimes it is also the officers who are ill at ease with the minister and request the General Administration Department (GAD) to transfer them back to the parent department. Sources said personal secretary of Minister of State for Health Kumar Kanani was not comfortable with the minister and so on his request he was transferred to the parent department.

There are some lucky officers too. For instance, Cabinet Minister Kunvarji Bavalia’s personal secretary retired in June 2019, but the minister got him an extension for two months. And later even after the Chief Minister’s Office refused to extend his services he continues to discharge his duties as the minister’s personal secretary.
