ACCOMPLISHMENT BY DETERMINATION

Time starts flying with wings when you move towards the path of accomplishment with determination. The period of three years passed quickly in Rajasthan while serving as the Governor and Chancellor of the State Universities. During this, the critical period of the covid pandemic also put many obstacles in the way, but it is said that determination has the power to prove everything on its own. Information and communication technology helped a lot in the difficult times of covid. The Raj Bhavan remained active even then and along with the administrative work, online education in the universities, time-bound convocations, and programs, special review meetings continued to be facilitated.

There has been a close relationship with Rajasthan from the very beginning. When I came here, the culture of ‘Padharo Mhare Desh’ was already settled in my mind and I have been experiencing it here continuously for three years. I also have a constant feeling that I belong to Rajasthan, probably because of the intimacy and affection the people here have given me. It has made me fertile every day.

As soon as I assumed the responsibility of the constitutional head of the state, my first priority was to make efforts on my part to inculcate the culture related to the Constitution of the country in the public mind. I know that I am just an instrument, but if there is a will, a way is found. September 9, 2019, was the day when I took over as the Governor of Rajasthan. As soon as I took the constitutional office, I resolved in my mind that I should do something for the faith and confidence of the people towards the Preamble, Fundamental Rights, and Duties. I felt this can be fulfilled only when the young generation is aware of the Constitution. In order to connect the youth directly with the Constitutional culture I, as the Chancellor, initiated the establishment of Constitution Parks in the universities. If Manasa-Vacha and Karmana are one, then many things can be possible on their own. I have also felt this continuously. The legislature is the most sacred place in the Constitution. The resolution was proved when the tradition of reading the Preamble and Fundamental Duties of the Constitution before my address was introduced. Another important step in this path of Sankalp Siddhi is the establishment of the Constitution Park in Raj Bhavan under the Smart City Scheme of the Government of India. It is being developed in such a way that the entire journey from the initial days of constitutionmaking to its implementation can be brought alive in the Raj Bhavan.

It has also been the resolve that I should do something from my side while living up to the trust of the people of Rajasthan. I visited Jaisalmer, Barmer, Banswara, Kota, Udaipur, Bikaner etc. and during this, I found that people have the feeling of being satisfied even in a little bit. I tried to expand the Governor’s Relief Fund. I tried that it could be useful to every needy person. In the critical period of covid, by convening an allparty meeting, it was ensured that there is no human loss anywhere due to lack of medical equipment. In the recent past, lumpy skin disease in cows has caused a lot of damage. On the initiative of Raj Bhavan, after convening a meeting in this regard, a special review was made to ensure that effective efforts should be made to prevent infection. Along with the development of basic facilities in the tribal areas, it was also resolved to establish an ideal village and to provide coaching and other facilities to the youth of the tribal areas in a time-bound manner. It is heartening that a lot of important work has been done in the tribal areas during the last three years. Similarly, in the light of the new education policy in the universities, many works related to ensuring quality education, adoption of villages by the universities and their development etc. have been done in these three years. Under the innovations, the important work of setting up incubation centers, developing the basic culture of research, facilitating the admission process, and time-bound implementation of examinations and syllabus has been done continuously. Along with this, the Chancellor’s Award to the best university was started. I believe that these are actions that will have farreaching consequences. Works related to public welfare provide inner happiness. Working in public life and in constitutional institutions, I have felt continuously that the success of democracy lies in the implementation of development works related to common people, welfare schemes, and programs related to them. Any resolve is proven when it involves concerns related to the public interest. When we give concrete shape to the works, Keeping in mind the entire society, not only ourselves, then only the resolutions will be fulfilled.
